No Change of Mayor at Town Council AGM in 15 Minute meeting with Business as Usual Theme

The annual general meeting of Penrith Town Council, was held on Monday evening with the meeting lasting less than fifteen minutes with a theme of continuity and business as usual in the final 12 months of the current council.

With twelve of the fifteen councillors present at the meeting councillors voted to keep the leadership of the councillors unchanged with the council Chair and Town Mayor and Vice Chair and Deputy Mayor remaining in office for the final year of the council.

Cllr Val Bowen, the Liberal Democrat councillor for Penrith Pategill remains the Town Mayor and is the first female Mayor of Penrith since the Town Council’s formation in 2015 and will now serve a second year in the role.

Cllr Barbara Jayson, Liberal Democrat councillor for Penrith West, retains the role of Deputy Mayor and Vice Chair despite not been at Monday nights meeting she was voted by councillors unopposed to retain the post.

Followijg the theme of no change councillors voted to keep the membership and chairs of the town councils three committees for finance, planning and communities unchanged for the next year and outside bodies representation unchanged with the exception of the A66 liaison committee gaining an additional Penrith South councillor appointed and a change of councillor on a market towns group with Cllr Vivo Dippita attending only his second town council meeting since his be was elected as Libdem councillor for Penrith West in a by election held in November 2025 following the resignation of a town councillor.


The town council annual general meeting was held following the annual town meeting that was given a presentation by the mayor of the work the town council had undertaken in the last year including the hosting of the May Day carnival and submitting a bid for a Penrith to the the town of culture in 2028.

Presentations from grant recipients was given by Team Autism who received a grant to purchase VR headsets that enable people wearing the headsets to experience the world through the eyes and ears of a person with autism.

Penrith Squash a club also gave a short update on the club and it’s crowdfunding campaign that has revived a town council grant to help with renovations to the club building to secure the club’s future in Penrith.

A presentation was also given by the Westmorland and Furness community safety partnership that works with stakeholders to address issues including anti social behaviour through collaborative projects in Penrith and across the district.
